Construction Procurement

Getting construction procurement right protects budgets, programmes and people. We help public and third sector clients select the right route to market, engage the supply chain early, and run compliant competitions that deliver build quality, value for money and clear accountability. Every engagement is bespoke and delivered around your procurement and contract management needs.

What we do

We act as your client-side procurement partner across capital works, refurbishment, planned maintenance, fire safety programmes and minor works. Our role starts with a costed options appraisal and carries through market engagement, tender design, evaluation, award, mobilisation and performance management. Where you need extra capacity, we provide a fully outsourced procurement function for specific projects so your internal team can stay focused on delivery.

Compliance without friction

You get a process that satisfies the Procurement Act and the Construction Playbook, supports Building Safety Act duties and aligns with your internal governance. We design transparent competitions, publish the right notices at the right time, record decisions cleanly, and prepare you for audit. Where social value, net zero and local SME participation are priorities, we bake them into specifications and evaluation in a way suppliers can credibly deliver.

Costed options appraisal

The starting point is a practical options appraisal that compares viable routes for your project against time, cost and risk. We quantify commercial impacts rather than leaving you with theory. Expect clear modelling of pre-construction and build costs, fee structures, risk allowances, inflation assumptions and likely tender response. We also factor soft issues such as market appetite, local capacity and your organisation’s risk tolerance.

The output is a written recommendation with numbers, not just RAG boxes. If you need approvals, we supply the paper, the figures and the rationale.

Supplier engagement that raises quality and lowers risk

Right-sized pre-market engagement reduces surprises later. We run short, open supplier briefings, hold one-to-one clinics under equal-treatment rules, and issue a brief market questionnaire to test appetite, risks, MMC options, capacity, and realistic programmes. Feedback shapes the lotting strategy, evaluation weightings and risk allocation so the competition fits the market you need to attract.

Specifications and commercials that work on site

Construction contracts fail when documentation fights delivery. We align your technical brief, information release schedule and BIM expectations with the commercial model and contract conditions you plan to use. Whether you prefer NEC (including secondary options) or JCT, we draft Z-clauses or amendments that are specific, enforceable and proportionate. Risk is allocated to the party best able to manage it, with measurable milestones and payment mechanisms that promote progress rather than paperwork.

Tendering with clarity

Bidders price what they can see. We assemble a clean, complete data room: drawings and surveys, planning status, utilities, site constraints, contamination reports, asbestos registers, schedules of accommodation, asset information and existing models where relevant. TUPE and workforce implications are captured for service-heavy refurbishments. Evaluation questions are concise and evidence-based, scoring guidance is unambiguous, and moderation is disciplined so you can stand behind your decision.

Outsourced procurement management for projects

When you need additional capacity, we perform the end-to-end procurement role for a named project or programme. That includes route selection, drafting the ITT, running clarifications, managing site visits, coordinating Q&A, leading moderation, preparing award reports, handling debriefs and standstill, and planning mobilisation. We slot into your governance so approvals, signatures and reporting remain in your control.

Mobilisation and day-one readiness

Construction mobilisations stumble on information, access and safety. We set a mobilisation plan that locks down design freeze points, long-lead procurement, temporary works, logistics, resident or user communications, permits, utilities coordination, CDM roles, competence and golden thread information. Early work packages are sequenced against real lead times, not wish lists. For live environments we coordinate decant and phasing so the site can operate safely around service users.

Contract management and cost control

Once on site, we keep the basics tight: programme, change, payments and performance. We implement a straightforward change protocol with contemporaneous records, set thresholds for quotation and instructive authority, and prevent drift into dayworks unless pre-agreed. Commercial dashboards track exposure against allowances and contingency. Quality is checked against the spec, not just the drawings, with witnessed inspections, sample panels and defect trend tracking. For frameworks and term contracts we build a simple reporting cadence so you can track throughput, spend and social value without drowning in data.

Typical construction categories we support

New build housing and civic buildings, planned component replacements, fire safety remediation and FRA actions, façade and roof renewals, M&E plant upgrades, decarbonisation projects, public realm and highways minor works, school and healthcare refurbishments, and estate-wide planned maintenance. Where facilities management interfaces with projects, we ensure responsibilities and warranties are clear across the cut line.

Social value, net zero and building safety

We set measurable social value commitments connected to the places your project serves, with realistic delivery plans suppliers can evidence. Carbon is considered at design and procurement stage, not just reported at the end: material choices, off-site options, plant efficiency, logistics planning and waste reduction feed the evaluation. For higher-risk buildings, information management and building safety gateways are planned into tender deliverables and contract milestones so you do not scramble for golden thread data at handover.

Training and trusted evaluation

If your panel needs confidence, we deliver short, focused evaluator training so scores are consistent and defensible. For high-profile awards we chair moderation and produce a clear award report that answers the only question that matters at audit: why this supplier for this project at this price on this day.

What you will leave with

A costed route-to-market recommendation, a complete bidder-ready pack, an evaluation toolkit that speeds scoring, an award report that stands up to scrutiny, and a mobilisation plan that gets spades in the ground safely. If we are parachuting into a live programme, you will have a stabilisation plan, a firm grip on commercials and a trend you can show to your board.
